Allow me to introduce myself. My name is Hytoni Desilijic Entooine, or more commonly known as Toni the Hutt ... the underboss for the Desilijic Hutt Cartel.
His High Exaltedness, the Great Jabba the Hutt, has tasked me with finding new recruits, to fill the ranks. Fortunately for some of you Sleemos and Nerf Herders, a few positions have just opened up. Understand ... we’re not looking to support the galactic civil war ... but there is a way to profit from it.
Gaining our trust won't come easy! Maybe if you run some errands ... take care of a few local problems, you just might make the cut. Speak with Reelo Baruk in the entrance of the palace. He'll get you started. If you live long enough ... and Jabba gives you a pass, come see me.
Once finishing Jabba’s theme park and speaking with Toni the Hutt (the new faction recruiter) in Jabba’s Palace, you will unlock the option to join the new (3rd) faction, The Cartel. Like the other factions, there are vendors, missions and a ranking system. Even though this is a faction, the primary focus is profit, not PvP or the GCW. Entertainers will have a bonus to entertainer buffs, smugglers will have smuggling and bounty hunters will get a bonus to mission payouts.
Ranking works just like any other faction, you buy rank with faction points. The higher your rank, the more vendor options and bonuses you will have access to.
A few rank name ideas: Thug, Henchman, Enforcer, Palace Guard, Elite Guard, Cartel Capo, Cartel Underboss, Cartel Boss, Planetary Governor, Advisor, Underlord.
Faction is gained by killing NPCs or completing missions from a Hutt Cartel mission terminal. You must be a Cartel Combatant to accept missions.
Crafters make items for the Black Market NPC for faction (basically a crafting mission terminal) Entertainers will entertain for faction by speaking to a Booking Agent NPC (entertainer mission terminal) Bounty Hunters have the option to gain faction by taking NPC assassination contracts (BH terminal) Smugglers will have a new smuggler mission (more below) and can also craft spice and sell to the Black Market NPC
Smugglers will have the option to smuggle contraband. Much like a BH mission, you are given a random target in the galaxy to smuggle your shipment to. Smugglers will start there missions by speaking to a "Shady Person" NPC in a cantina. When accepting the job, they will receive a package to deliver. This would be a timed event and failure to complete the mission will raise your visibility and potentially place you on the BH terminals. Failure will also cause large faction loss. Accepting a smuggler mission will require you to be Cartel Combatant. Smugglers will be given a new ability like mask scent that will hide them from Imperial and Rebel factions for a brief period of time. Smugglers will also have the option to buy Imperial and Rebel faction without needing to become Imp/Reb and for a bigger discount. The higher your Cartel rank, the higher the discount!
Bounty Hunters will gain access to improved PvP/PvE bounties and a bonus to mission payout. They will also have the option to hunt Imperial and Rebel faction players. Players will now gain visibility from killing high ranking opposing faction NPCs. You must be Cartel Combatant to accept these missions. If you're killed by your contract, you will incur a 24 hour mission blackout from that person and loss of faction. Killing your target will also prevent you from taking their contract again for 24 hours. For each player target that you kill, you will lose faction points with their faction.
Politicians allying their city with the Cartel will get the new “Underworld” City Specialization. Grants 20% better mission payouts, as well as 20% longer and enhanced entertainer buffs. Will also grant mayors the option to place ("hire") Gamorrean Guards, around their city. These guards can be accessed through the "Hire Trainer" skill and are purely decorative. Cities connected with the Underworld can also hire Informants (BH Spynet Operative) and add a new travel mechanic (info below) to their city.
Crafters will gain access to unique schematics for furniture, droids, decorations, statues, fountains, weapons, clothing and vehicles.
PvP The Cartel faction recruiter (found in the back of some cantinas) will have an option for you to become a mercenary for other factions! When going Cartel Mercenary (Special Forces) and picking up a Mercenary Contract (for the faction of your choosing), you are given a 1 hour (or until death) faction recruitment. While killing opposing faction players, you are given a small payment for each kill.
Shady Pilot is a new travel mechanic that grants access to secret hyperlanes across the galaxy, to help avoid Rebel and Imperial checkpoints. This is only available to Bounty Hunters and Smugglers. Bounty Hunters will have access to some of the primary cities (Theed and Coronet for example) while Smugglers will gain access to more locations by leveling the Underworld skill tree. (Smuggler revamp will be posted soon!) The appearance of the Shady Pilot looks like a Corellian G9 Rigger Freighter, with an NPC pilot standing next to the ship and a pile of cargo.
The Casino: A new building unlocked at Cartel Boss. The Casino has the ability to drop faction NPC mission terminals and a faction NPC vendor (much like creating the current NPC vendor). The exterior would have neon signs, billboards, vehicles, non combat NPCS and be guarded by Gamorrean guards. The casino can also create gaming tables (much like creating a vendor) and has ambient noise like some NPC buildings have. While being a Cartel Combatant and being inside the casino, you will have the ability to take Cartel missions and have a boost to giving Entertainer Buffs. The owner of the Casino will receive a small % of faction and credits gained from anyone taking missions or gambling. There are 3 variations, depending on the planet you want to place your Casino.
Hire Musician: Unlocked at Thug for entertainers. The Musician is a mix of faction pet and an entertainer droid. The Musician will follow your band flourishes and will not only play music, it will also raise the combat level of your group. Basically it’s like having a Storm Trooper grouped with you, only it has no ability to do combat. The faction vendor would sell multiple instrument and racial options. Get 3 Musicians and now you have a band! Like current faction pets, you can give them movement orders.

I would throw few Ideas in:
Hutt Faction Point Trader where I can hire Soldiers, Droid's and buy schematics. Maybe a slave Entertainer with x buffs before she dies or a Buff droid with x buffs before expire...
Entertainer Slave Trainer where a Entertainer can form the new slaves and get Hutt FP.
Also Crafter missions cause Hutt's need Drugs + slices from Smuggler, and Droid Modules from Artisan to control the new droids...
CH Missions where CH have to tame or train Creatures
1v1 battles: For example a competition on the day x where 10-20ppl can join and fight against. Droids and Creatures have to be on the same CL no heals and buffs possible and the winner get a nice big FP from the lokal Hutt Clan.
Maybe this could be also implemented for 1v1 fights like the good old KOTOR1 :)
Just some Ideas hope there not dumb and possible to implement.
wow i love Toni's idea for the third faction, plus whenever the devs decide and if they put mini games like something pazzak or something to do with the dice maybe, i would love to see the games be part of the faction also.
Part of our convo, thought I'd post it here to get the opinion of others...
Smuggler can slice mission terminals and then gets increased payout mission in their datapad. Being able to trade/sell these missions makes the smuggler desirable in a group and also provides an income stream.
Master Smuggler skill to slice BH terms and sell those missions. Credits!
Complete Spice revamp.
For those that know how to use Muon Gold, it's a lifesaver, as Pixie can be to a lesser extent, but the rest of the spice is fairly useless, so a revamp of spice would be cool.
For example, a spice that increases visual acuity, meaning that you can slice more accurately - provided a better chance of better slices.
Glitterstim in the lore provided some telepathy skills. This could translate into a Dodge bonus from knowing where the blow would land (which we know all the combat toons love). It would differ from Pikatta Pie and Air Cake in that it would be a short, heavy hit with a downer - but could be used as a total lifesaver whilst running away.
A spice that boosts terrain negotiation (serious upper) could be used when running from a mob - like an extended burstrun.
Let's face it, Smugglers will avoid a fight if possible, and work dirty to get it over with quickly, so the bonuses towards running away sort of fit.
A spice that gives a huge damage boost for 1 attack, like a superstrength boost, and then incaps you, could be like a last-ditch effort. Remember all those fights when you ALMOST had the mob? Definitely one that could kill the enemy, but leave you vulnerable to a Deathblow.
A set of spices that provide temporary invulnerability (maybe 1 minute, maybe X attacks) to certain types of damage (incuding LS!) gives a whole range of spices to craft and sell.
Then of course, we also need to put fine detail into the LUA so that quality of ingredients and experimenting on the spice makes it better/worse, opening up the spice market to competition.
Novice smuggler also needs to get the certification for either all, or at least some of the Pistoleer weapons. This will remove the need for a Smuggler to get Novice Pistols in order to get decent weapons.
Weapons : Knockout gas grenades that incap an enemy for a brief period, without damaging them. Also AoE version. Stun Grenades - no damage, but stun state. Also AoE version. Smoke Grenades - no damage, but blind state. Also AoE version. Grenade that creates an awful smell, making Creature mobs break off aggro and having a /maskscent effect for 15 seconds that can't be broken, but the smell is so bad that it reduces mind to half whilst active.
Poisons that work differently to CM, CM is all about damage, Smuggler could be about effects. One that makes enemy vomit, thus losing a food buff. Poisons that temporarily reduce substats (strength drops to 0 for 10 seconds - could have different ones for each stat).
Having extra options due to spice will also make it less of a food + armour + weapons slog. Tactics with consequences will make people think more.
I love Forged Papers, like /maskscent for humanoids - perfect! Smugglers should be able to get into Imp and Reb bases as well.
Virus - Awesome! Corrosive acid on droids would cause some wiring damage.
