This list consists of all the skill modifiers currently in game.
All of these should be working.

The [Max Skill Limit] is what the game allows you to gain as a benefit from your skills. For example you can get dodge up to 210, however from your skills only up to the cap of 125 will count.
[SEA +xx] means the number is capped at 25 from Skill Enhancing Attachments (Clothing & Armor Attachments)
[SEA +0] means that there are no SEAs for that skill modifier.
[+Racial Modifier] is a number that is given from being a specific race. These skills can and will go over some hard caps! Defenses vs. state for example are excluded from that.
[+Misc] is a number for uncommon bonuses like food/drink, Squad Leader Buffs or anything else not covered by the previous 4 modifiers.
